The Challenge..
ACS Construction Group were appointed to deliver the full civil works for Essar’s Mogas Export Project at their Stanlow Oil Refinery and Oil Terminal in Tranmere.
The project is part of a larger decarbonisation strategy focused on reducing carbon emissions and transitioning to a low carbon refinery. Our scope of works included multiple RC foundations to support new pipelines.
Excavations for the new foundations were close to live buried, and above ground services. These services were spread over a two-kilometre area, close to access roads, pipe culverts, rivers and storage tanks. A tight programme and proximity to existing infrastructure presented a unique challenge to our expertise and skills.
Our Solution..
Through collaboration, innovation and adaptation, ACS delivered the project through carefully managed civil engineering practices, coordinating our activities with Essar’s daily operations, and adhering to rigorous quality and management standards.
These were key practices to the successful delivery of the project.
Civil Engineering & Groundworks
- Excavations: Multiple excavations across a live, operational refinery, including CFA piling to support an RC Pumping Station and Pigging Foundation
- Piling: CFA piling in two restricted locations to support heavy reinforced equipment bases
- Reinforced Pipe Support Bases: Multiple ground-bearing foundations constructed to support new crude oil & Mogas pipelines
- RC Hardstandings: access roads, footpaths, ramps and hardstandings installed for operational access and equipment delivery
- Electrical & Earthing: extensive trenching works across site to enable the installation of new HV power cables and earthing cables
Innovative Problem Solving
1. Coordination
Prior to excavations commencing, detailed, high level coordination with Essar’s critical operations was a key factor in delivering within the strict time frames.
2. Piling/Craneage
ACS worked closely with Essar to install piling platforms and access routes to enable the installation of 25-metre-long CFA piles and berthing areas for mobile cranes. The integrity of tank bunds could not be compromised, and ACS developed a temporary works solution in the form of precast blocks and ground stabilisation, using Geogrids.
The Result..
Through proactive risk mitigation, meticulous planning, and close collaboration with Essar’s operational team, the project was successfully delivered on time, within budget, and to the highest standards of safety and quality.
