Delivering Civils Packages in High-Risk Environments

ACS Construction Group delivers civils packages in high-risk environments where control, coordination and compliance are non-negotiable. We specialise in sites with strict operational, safety and regulatory demands; including hazardous infrastructure, live environments and restricted-access zones.

Our experienced teams work closely with clients, consultants and principal contractors to plan ahead, manage risk, and keep projects moving in the most complex conditions.

Every project is delivered in line with our core values and our commitment to safe, effective, and accountable construction. We bring practical solutions, clear communication and proven technical expertise to sites where the margin for error is minimal. Whether the environment is heavily regulated, operationally sensitive or logistically complex, we ensure that even the most demanding conditions never compromise outcomes.

Delivering Civils Packages in High-Risk Environments

ACS has experience providing high risk civil engineering contractors across a range of regulated, restricted and operationally sensitive sites. These environments each bring specific risks and constraints, from safety-critical procedures to security protocols and complex logistics. We plan accordingly, adapting our approach to meet the demands of each setting.

Typical sites include:

  • COMAH-regulated facilities:
Where hazardous substances require detailed planning, strict controls and specialist safety measures.
  • Operational energy infrastructure:
Including live substations, power stations and energy distribution networks with zero tolerance for service disruption.
  • MOD and defence estates:
Where security clearance, site access and programme integrity are tightly controlled.
  • Live utility environments:
Such as water treatment plants, wastewater networks and distribution hubs that require close coordination with asset operators.
  • Restricted-access or remote sites:
Including locations with complex logistics, limited access or heightened environmental sensitivities.

Each site type demands specialist coordination and ACS brings the experience and planning discipline to deliver confidently in every case.

Our Approach to Delivering Complex Civil Engineering Works

High-risk civils delivery demands planning discipline, risk control and clear communication. Each project begins with detailed RAMS, logistics sequencing and a review of site-specific constraints. We engage early with clients, principal contractors and asset owners to establish protocols, responsibilities and access requirements well before work begins.

Safety is integrated into the delivery process from day one. Our teams operate within tightly controlled procedures, supported by regular briefings, audits and dynamic risk assessments. Where site conditions evolve, we adapt quickly; maintaining clarity on roles, maintaining control of the programme, and keeping works progressing safely.

The Hinkley Connection Project is a new 57 km high-voltage electricity line that will connect six million homes and businesses to new sources of low carbon energy. It will help the UK to meet ambitious targets to achieve net zero by 2050. The Sandford substation – one of 300 substations throughout England and Wales - is at the heart of the project.
